Yangquan Federation of Trade Unions Takes Initiative to Enhance Cybersecurity Protection Standards

The Yangquan Federation of Trade Unions has proactively upgraded the cybersecurity classification of its platform. Following a decision made at the 9th chairman's office meeting in 2020, the "Smart Union" cloud service platform was initially rated as Level 2, based on the assessment that a major security incident would at most cause "serious damage to the legitimate rights and interests of citizens, legal persons, and other organizations." This classification was subsequently filed with the municipal public security bureau.

In May 2024, the "Regulations on the Security Management of Internet Government Applications," jointly issued by the Central Cyberspace Administration, the Office of the Central Institutional Organization Commission, the Ministry of Industry and Information Technology, and the Ministry of Public Security, were released and officially took effect on July 1, 2024. Article 17 of Chapter 4, "Network and Data Security," stipulates that "portal websites of central and state organs, local party and government organs at or above the prefecture level, as well as websites of public institutions and internet email systems carrying important business applications, shall meet the third-level security protection requirements for classified cybersecurity protection."

To further elevate the platform's information security level, the 12th chairman's office meeting in 2024 resolved to upgrade the trade union informatization platform to meet Level 3 protection standards. In August 2025, the municipal federation submitted an application to the municipal public security bureau to upgrade the platform to Level 3, and three experts were engaged to issue a professional opinion confirming the platform's classification as "Level 3 for classified cybersecurity protection." The Level 3 filing was ultimately successful.

Subsequently, the federation publicly tendered for a qualified assessment unit to conduct annual evaluations of the platform. Through the regular implementation of these assessments, system vulnerabilities and issues are promptly identified and rectified. Since the beginning of 2025, the Smart Union platform has maintained a stable and secure operating status, with no major cybersecurity incidents occurring. This has effectively safeguarded the legitimate rights and interests of trade union organizations at all levels and their members.
