Eight Contract Packages Released for Electrification of Qinghai-Tibet Railway

China Railway Qinghai-Tibet Group Co., Ltd. has issued a public tender for the general contracting of construction works on the Golmud-Lhasa section of the Qinghai-Tibet Railway electrification project. The project spans the railway sector, with the tender approved by the company's Planning and Statistics Department under document reference JiTongGuiJianHan [2026] No. 67.

The project owner and tendering party is China Railway Qinghai-Tibet Group Co., Ltd. Funding comes entirely from state capital, with 100% allocated from domestic public sources and no private, foreign government, or overseas private investment involved. All funds are fully secured, and the construction design documents are complete, meeting the statutory conditions for a public tender to invite interested bidders.

Project Overview and Scope

The project involves electrification of the railway line from Golmud Station (inclusive) to Lhasa Station (inclusive) along the Qinghai-Tibet route, covering mileage from K814+150 to K1956+488. The work comprises implementing a direct power supply system with return conductors, constructing new traction substations along the entire line, establishing power supply depots, and setting up overhead contact line maintenance districts. Existing station sidings will be extended to 880 meters, passenger station facilities will be upgraded, and road shoulders will be added to select embankment sections. The project also includes renovating and strengthening facilities at Golmud Locomotive Depot, Lhasa Locomotive and Rolling Stock Preparation Base, and Lhasa West Maintenance Depot, adding electric locomotive maintenance facilities at Golmud South Locomotive Turnaround Depot, and configuring emergency standby diesel locomotives.

First Section (ZQ1) covers all construction works within the scope from Golmud (inclusive) to Fenghuoshan K1138+271 (exclusive), including safety production fees, general contracting risk costs, self-purchased materials, and health protection fees for railway works in high-altitude cold regions. The scope includes subgrade works, bridges and culverts, track works, station facilities, large temporary facilities, and transition engineering works. The planned construction period is 912 days, with an expected start date of November 1, 2026.

Second Section (ZQ2) covers all construction works from Fenghuoshan K1138+271 (inclusive) to Nagqu K1634+496 (exclusive), encompassing the same categories of subgrade, bridges and culverts, track, station facilities, large temporary facilities, and transition works. This section also carries a 912-day construction period with the same November 1, 2026 start date.

Third Section (ZQ3) covers all construction works from Nagqu K1634+496 (inclusive) to Lhasa (inclusive), with the same scope of works as the previous sections. The construction period is 912 days, starting November 1, 2026, with the bid submission deadline set for 09:00 on September 29, 2026.

Building Section One (FJ1) covers all construction works from Golmud (inclusive) to Tanggula K1405+154, specifically including traction substation site leveling and ancillary works at 12 stations, building works, station facility improvements including substation access roads, drainage pipes, ditches, and landscaping, as well as water supply, drainage, locomotive, and track maintenance facilities. The construction period is 912 days from November 1, 2026, with bids due by 09:00 on September 29, 2026.

Building Section Two (FJ2) covers all construction works from Tanggula K1405+154 to Lhasa (inclusive), including traction substation site leveling and ancillary works at 13 stations, building works, station facility improvements, water supply and drainage systems, locomotive facilities, and track maintenance works. This section also has a 912-day construction period starting November 1, 2026, with the same bid submission deadline of 09:00 on September 29, 2026.

Power Supply Section One (QD1) covers all construction works from Golmud (inclusive) to Fenghuoshan K1138+271 (exclusive), focusing on concrete pier top reinforcement for bridges and culverts, electric power and traction power supply systems, plus large temporary facilities including vehicle access roads, centralized concrete mixing stations, and power transition works. The construction period is 912 days starting November 1, 2026.

Power Supply Section Two (QD2) covers all construction works from Fenghuoshan K1138+271 (inclusive) to Nagqu K1634+496 (exclusive), with the same scope as the previous power supply section. This includes pier reinforcements, electric power and traction power supply works, and large temporary facilities. The 912-day construction period commences November 1, 2026.

Communications and Signals Section (RD) covers the entire route from Golmud (inclusive) to Lhasa (inclusive) and involves communications, signaling, information systems, disaster monitoring, vehicle depot facilities, temporary communications base stations, and related transition works. This section also carries a 912-day construction period starting November 1, 2026.

Bidder Registration and Document Access

Interested bidders must first register in the integrity database on the Qinghai Province Electronic Bidding and Tendering Public Service Platform at http://www.qhggzyjy.gov.cn and obtain a CA digital certificate. The tender documents and all related reference materials will be uploaded to the platform. Documents can be freely downloaded using a CA certificate by clicking "I Want to Bid" from 00:00 on September 8, 2026, until 24:00 on September 12, 2026. Physical collection of documents or on-site registration is not required.

Bidders should log in to the platform regularly from project confirmation until the bid deadline to monitor message alerts for notices, changes, and clarifications issued by the tendering party. The deadline for submitting encrypted electronic bids is 09:00 on September 29, 2026, with remote decryption and online bid opening to be organized at the Qinghai Province Government Services Supervision and Administration Bureau, Room Six, located at No. 53 Xichuan South Road, Xining. Bids submitted after the deadline or failing to decrypt due to bidder reasons will be deemed withdrawn, while bids that transmit successfully before the cutoff will receive electronic receipt confirmation.
