A significant development has emerged in China's offshore wind sector as a 400MW project backed by the State Power Investment Corporation has entered the final pre-approval phase. The Guangdong Jieyang Development and Reform Bureau released the public notice regarding the expansion of the Jieyang Jinghai offshore wind farm on September 10, marking a key regulatory milestone for the 50.16 billion yuan undertaking.

The proposed site for the expanded capacity is situated in the southeastern sea area off Jinghai Town, within Jieyang City, covering approximately 24 square kilometers of maritime territory. The location features water depths ranging from 31 to 33 meters, with the center of the site positioned roughly 19.37 kilometers from the coastline. This strategic positioning ensures favorable conditions for wind energy capture while maintaining reasonable proximity to onshore grid infrastructure.

The comprehensive project scope encompasses substantial infrastructure development, including the installation of 29 turbines with a unit capacity of 14MW (subject to final tendering results), six 66kV submarine collector cables, and two 220kV subsea export cables. Additional components feature a 220kV offshore booster station and an onshore centralized control center, all designed to support the total planned capacity of 400MW. According to preliminary estimates, the wind farm is expected to generate approximately 1,358.4 GWh annually, translating to roughly 3,345.9 equivalent full-load operational hours each year.

Energy storage integration forms an integral part of this development, with the project requiring a storage allocation equivalent to 10% of installed capacity with a 2-hour duration, amounting to 40MW/80MWh through leasing arrangements. This configuration aligns with modern grid stability requirements for renewable energy sources. The project's total investment stands at 5.01618 billion yuan, with an anticipated construction period spanning 37 months. The development will be spearheaded by Jieyang Jinghai Wind Power Co., Ltd., which will oversee the implementation phase following final regulatory approval.
