At a press conference held in Chengdu on September 8, Zhang Wenwang, Deputy Secretary of the Liangshan Prefecture Committee and Governor of the Prefecture, outlined the region's ambitious blueprint for the 15th Five-Year Plan period (2026-2030). The strategic focus will be on building a "one pole, two zones, and one city" framework, aiming to elevate the economic aggregate to new heights. This initiative is designed to transform the development model from one reliant on resource extraction to one fueled by innovation, shifting industrial support from single-point efforts to a cohesive, cluster-based growth strategy.
Reflecting on the achievements of the 14th Five-Year Plan period (2021-2025), Liangshan's gross regional product crossed the 200 billion yuan threshold, reaching 260.5 billion yuan by 2025 with an average annual growth rate of 6.4%. Local general public budget revenue hit 23.2 billion yuan in 2025, growing at an average annual rate of 7.7%, maintaining its position as the fourth-largest in the province. Governor Zhang emphasized that during the upcoming plan period, the prefecture will concentrate on developing five pillar industries—clean energy, strategic resources, aerospace, specialty agriculture, and cultural tourism consumption—into 100-billion-yuan industrial clusters, fostering a deep integration of technological advancement and industrial innovation.
On the industrial front, Liangshan aims for the added value of industries above designated size to grow at an average annual rate of over 10% during the 15th Five-Year Plan period, generating more than 100 billion yuan in new output over five years. Specifically, the strategic resources and clean energy sectors are expected to exceed output values of 128 billion yuan and 100 billion yuan, respectively. The aerospace industry targets surpassing 40 billion yuan, while the biomedicine and green hydrogen sectors each aim to break the 10 billion yuan mark.
Regarding infrastructure, the prefecture plans a "six-network integration" approach, encompassing water networks, modern power grids, computing networks, next-generation communication networks, urban underground pipelines, and logistics systems. A preliminary list includes 407 projects under this framework, with a total investment of 364.3 billion yuan.
In the energy sector, during the 14th Five-Year Plan period, Liangshan achieved leading provincial rankings across three key metrics: commissioned clean energy capacity of 55.22 million kilowatts, annual power generation of 278.4 billion kilowatt-hours, and power transmission capacity of 49 million kilowatts. For the 15th Five-Year Plan, the goal is to add over 2.4 million kilowatts of hydropower and more than 18 million kilowatts of wind and solar capacity. This expansion would push the total clean energy installation beyond 75 million kilowatts, supported by the construction of a major power transmission corridor, referred to as the "two extra-high-voltage, four direct-current, and fifteen alternating-current" lines.
For cultural tourism, Liangshan will promote the deep integration of culture and tourism, continuing to enhance the brand of "Yihai Alliance Land, Multicolored Daliangshan." The prefecture plans to launch five boutique travel routes, concentrating on seven key tourism segments: cultural heritage study tours, wellness retreats, rural leisure, eco-tourism, ethnic customs experiences, aerospace-themed attractions, and film, television, and sports events.
Over the past five years, transportation investment in Liangshan has exceeded 200 billion yuan, with the comprehensive transportation network now spanning more than 30,000 kilometers. During the upcoming plan period, efforts will shift towards transitioning the highway system from isolated lines to an interconnected network. Key projects include advancing the preliminary work for the Yibin-Xichang-Panzhihua high-speed railway and the Zhaotong-Panzhihua railway, and expediting the construction of transshipment facilities on the lower reaches of the Jinsha River to enhance overall connectivity.
In the agricultural and rural sectors, Governor Zhang outlined a strategy to bolster the agricultural industry, including the creation and upgrade of 700,000 mu of high-standard farmland. The target is to surpass a combined output value of 100 billion yuan in farming, forestry, animal husbandry, and fisheries by the end of the 15th Five-Year Plan period. Additionally, over 70% of administrative villages are expected to be developed into livable, workable, and beautiful rural communities.
