As of September 23, PDD Holdings Inc's Xiong'an subsidiary has seen its headcount officially surpass the 5,000 employee mark. This milestone was achieved more than three months ahead of schedule, significantly outpacing the annual recruitment plan, and continues to rewrite the record for the fastest talent aggregation by a private enterprise in the Xiong'an New Area.
This expansion further solidifies the subsidiary's position as the largest private employer in the region, delivering an outsized investment commitment and rapid execution pace that exemplifies the "Xiong'an Speed" in the private sector. The growth is injecting robust, sustained momentum into the area's digital economy development and the digital transformation of its traditional industries.
Since establishing its presence in Xiong'an at the end of May, the subsidiary has completed a series of substantive operational steps, including corporate registration, initial capital injection, workforce recruitment, and the acquisition of fixed assets. Both its new office building and employee cafeteria have been commissioned and are now in use. Concurrently, PDD Holdings Inc has continued to escalate its investment in the subsidiary, centering on two key strategic roles: a data processing service center for traditional industries and a comprehensive service hub for the high-quality development of traditional manufacturing. The company is accelerating business deployment to steer traditional manufacturing toward higher value-added segments.
The new office facility for the Xiong'an subsidiary was officially inaugurated on July 12. To date, the traditional industry data processing service center has established two major databases for algorithm annotation and model annotation, covering business scenarios such as search and recommendation experience optimization and image-to-video annotation training. Meanwhile, the comprehensive service hub for traditional manufacturing development has built out a suite of services encompassing governance, quality inspection, compliance, and after-sales support, including merchant and product admission reviews, content quality audits, advertising governance, and safety compliance checks.
Most recently, the subsidiary launched a new project named "Trial Mirror," designed to facilitate the transformation and upgrade of the traditional apparel industry. The project's dedicated team performs visual annotation on various clothing products, generating additional training data for algorithm models. This not only enhances the precision of the algorithms but also enables consumer-facing product pages to display more realistic model-fitting visuals. The initiative aims to boost conversion rates for apparel merchants while addressing the industry's chronic pain point of elevated return rates. The project is currently in the user testing phase, with plans to gradually extend its coverage to apparel merchants across Hebei Province and eventually nationwide.
As the subsidiary continues to expand its professional governance team, the traditional manufacturing comprehensive service hub has become increasingly sophisticated, leading to a comprehensive upgrade of the platform's governance capabilities and service systems. Since June of this year, PDD Holdings Inc has rolled out 106 targeted governance measures covering critical areas such as product admission, food safety, pharmaceutical safety, qualification verification, advertising governance, intellectual property protection, counterfeit marketing suppression, livestream e-commerce standards, and prevention of technology misuse. These measures extend governance coverage across all product categories and employ a "targeted" approach for each vertical segment. The latest initiatives include governance over food net-content labeling, special oversight of raw meat products, verification of crop seed and seedling qualifications, and specialized review of product packaging and labeling. These efforts are driving platform-wide governance toward greater normalization, refinement, and institutionalization, with the goal of fostering a healthier ecosystem for merchants and industries.
Since its arrival in Xiong'an, PDD Holdings Inc has also leveraged its digital strengths to deepen collaboration with the new area. In mid-June, the group formally entered into a "Digital Services Strategic Cooperation Framework Agreement" with the Xiong'an New Area Administrative Committee, engaging in in-depth digital service cooperation aimed at broadening collaboration domains and building a new high ground for the digital services industry cluster.
On September 11, Zhu Zheng, Executive President of PDD Holdings Inc and President of Xinpinmu, attended the Xiong'an Digital Trade Innovation and Development Conference held during the 2026 China International Fair for Trade in Services and delivered a keynote speech. According to Zhu, PDD Holdings Inc officially established its presence in the Xiong'an New Area at the end of May this year, embarking on a new journey to integrate into the area's development and serve the national strategy of "Globalizing Chinese Manufacturing." The company's core focus includes platform product compliance review, data annotation and analysis, and intelligent transformation of traditional industry data, with the aim of attracting more talent to the region and actively supporting the coordinated development of the Beijing-Tianjin-Hebei region. Zhu stated that PDD Holdings Inc will continue to establish deep roots in the Xiong'an New Area, guided by its principles of "inclusiveness, people-first, and greater openness," and apply the strategic steadfastness befitting Xiong'an's millennium-long blueprint, using digital tools and practical actions to contribute to the area's continued high-quality development.
