The Energy Bureau of Zhaotong City, Yunnan Province, has recently issued a series of announcements revoking the development rights for multiple solar power projects due to either proactive abandonment by the original winning bidders or severely delayed project progress. According to incomplete statistics, since July 2026, Zhaotong City has revoked development rights for 12 solar projects in batches, with a total installed capacity of nearly 985 megawatts.
On July 29, 2026, the Zhaotong Energy Bureau announced the revocation of development rights for four solar projects in Daguan County (Taihua, Dazhai, Hongqi, and Gaoqiao) and one in Qiaojia County (Pidiying Yicha). The total installed capacity of these five projects amounts to 370,000 kilowatts. The original winning companies involved CNNC Huineng (Shaanxi) Energy Co., Ltd., Anhui Xuhe New Energy Technology Co., Ltd., and China Three Gorges Corporation Yunnan Energy Investment Co., Ltd.. Among these, CNNC Huineng abandoned projects totaling 360,000 kilowatts, while China Three Gorges gave up 10,000 kilowatts.
On August 24, 2026, the Zhaotong Energy Bureau again announced the revocation of development rights for four solar projects in Qiaojia County (Weigu, Yangpengzi, Yankou, and Luoji). These four projects have a combined installed capacity of 300,000 kilowatts. The original winning bidder for all of them was Xinjiang Zhenyuan New Energy Co., Ltd.. The projects were revoked because progress had fallen severely behind schedule and failed to meet requirements.
On September 8, 2026, the Zhaotong Energy Bureau issued an announcement to revoke the development rights for two solar projects in Yongshan County (Manan Xinglong and Lianfeng Yingpan). The combined installed capacity of these two projects is 215,000 kilowatts. The original winning bidder was a consortium formed by CRRC Qingdao Sifang Rolling Stock Research Institute Co., Ltd. and China Railway 12th Bureau Group International Engineering Co., Ltd.. The revocation was attributed to severe delays in project progress and failure to complete grid connection on schedule.
On September 9, 2026, the Zhaotong Energy Bureau announced the revocation of the development rights for the Jiangdi Town solar project in Ludian County. With an installed capacity of 100,000 kilowatts, this project completed its bidding on January 17, 2025. The original winning bidder was China Power Engineering Consulting Group Southwest Electric Power Design Institute Co., Ltd., but the company proactively withdrew from the project's investment and development.
In each announcement, the Zhaotong Energy Bureau clearly stated that all revoked projects will be re-tendered in the future, with specific bidding matters to be announced separately.
