To advance government transparency, implement open administration, standardize project bidding procedures, and ensure lawful, compliant, and efficient project implementation, in accordance with the Bidding and Tendering Law of the People's Republic of China, the Government Procurement Law of the People's Republic of China, and relevant regulations on bidding agency management for construction projects, our bureau has decided to publicly select a bidding agency for the "Guangling County Wastewater Treatment Plant Old Equipment Upgrade and Renovation Project." The relevant matters are hereby announced as follows.

Section 1: Tenderer

Guangling County Housing and Urban-Rural Development Administration Bureau.

Section 2: Entrusted Project

The bidding agency services for the "Guangling County Wastewater Treatment Plant Old Equipment Upgrade and Renovation Project" undertaken by the Guangling County Housing and Urban-Rural Development Administration Bureau.

Section 3: Scope of Bidding and Procurement Services

The specific service scope includes but is not limited to: publishing bidding announcements, preparing bidding documents, organizing bidder Q&A sessions, arranging bid opening, evaluation, and bid awarding meetings, providing technical support for the bidding project, collecting and organizing bidding archive materials, and assisting the owner in finalizing relevant contracts.

Section 4: Registration Eligibility and Conditions

1. Possess the ability to independently bear civil liability.

2. Maintain a good commercial reputation and a sound financial accounting system.

3. Possess the necessary equipment and professional technical capabilities to perform the contract.

4. Have a good record of paying taxes and social security contributions in accordance with the law.

5. No major illegal or non-compliant records in business operations within the three years prior to participating in this activity.

6. Meet the conditions required for agencies to engage in engineering and government procurement business.

7. Meet other conditions stipulated by laws and administrative regulations.

8. Must not be listed on the "Credit China" website (www.creditchina.gov.cn) as a dishonest judgment debtor or a party to major tax violation cases; must not be listed on the China Government Procurement website (www.ccgp.gov.cn) for serious illegal or non-compliant conduct in government procurement.

9. Joint applications from consortia will not be accepted.

Section 5: Service Requirements

1. Strictly adhere to bidding laws and regulations to ensure the bidding work is lawful and compliant.

2. Provide full-process professional bidding agency services, promptly communicate implementation progress with Party A, and complete the work on time and with high quality.

3. Standardize the preparation of bidding documents, strictly maintain confidentiality obligations, promptly and properly handle bidder inquiries and other matters, actively cooperate with supervision, and ensure service quality.

4. Collect, organize, and archive all bidding process materials, preserving them properly in accordance with relevant regulations.

5. Charge agency service fees reasonably in accordance with current national and local regulations, without any unauthorized charges.

Section 6: Registration Materials Required

Agencies meeting the above conditions and interested in participating should submit the following materials for registration:

1. Application letter (format self-prepared).

2. Copies of the valid business license, bank account opening permit, government procurement agency qualification certificate, as well as proof of office premises and bid opening/evaluation venues (such as property certificates, lease contracts, site photos, etc.).

3. Legal representative identity certificate and ID card copy; if delegating another person for registration, a power of attorney from the legal representative and a copy of the agent's ID card must also be provided.

4. Copies of resumes, qualification certificates, labor contracts, and training certificates for Shanxi Province procurement agency practitioners for the project leader and key team members.

5. Agency profile and supporting materials for bidding agency activities conducted since January 1, 2025 (including performance summary tables, copies of key contract pages, or screenshots of official website bidding announcements).

6. Screenshots of query results confirming no dishonesty records from Credit China, the National Enterprise Credit Information Publicity System, and the Government Procurement Network.

7. A bidding agency service plan for this project (including service process, quality assurance measures, emergency response mechanisms, etc.).

8. Service commitments, fee standards, and quotations.

9. Financial status report for 2025 (or a credit certificate issued by a bank), and proof of tax payment and social security contributions.

10. A letter of commitment to the authenticity of materials (format self-prepared).

Note: Participating agencies must provide clear copies of the above materials, bound in order into a volume (perfect binding), in triplicate (one original and two copies), with the official seal affixed to every page, and submitted in a sealed envelope. The cover must indicate the project name, participating agency name, contact person, and contact number.

Section 7: Registration Time and Method

1. Registration time: September 11, 2026, to September 13, 2026 (before 5:00 PM).

2. Registration method: On-site registration.

3. Registration location: Meeting Room on the second floor of the Guangling County Housing and Urban-Rural Development Administration Bureau.

Section 8: Selection Method

1. The tenderer will form an evaluation panel to conduct a comprehensive review of the submitted application documents.

2. This project adopts a comprehensive evaluation method. The evaluation panel will score the applications that meet the substantive requirements of the selection, and ultimately recommend winning candidates to the tenderer in descending order of comprehensive scores. The tenderer will determine the winning agency based on the panel's recommendations.

Section 9: Other Matters

1. After successful registration, agencies must submit their written application documents at 9:30 AM on September 14, 2026 (subject to change with prior notice). Submission address: Meeting Room on the second floor of the Guangling County Housing and Urban-Rural Development Administration Bureau. Applications that are late or not delivered to the designated location will not be accepted by the tenderer. Bidding agencies are responsible for the authenticity and completeness of the materials provided; if false materials are discovered and verified, the agency will be disqualified from participation.

2. No fee is charged for this selection process. All expenses incurred by bidding agencies for participation shall be borne by themselves.

3. The tenderer reserves the right to adjust the contents of this announcement according to the actual project situation. Any adjustments will be published as supplementary announcements promptly.

4. The final interpretation of this announcement rests with the Guangling County Housing and Urban-Rural Development Administration Bureau. This announcement is hereby made publicly.
