Dear agricultural machinery operators,

Agricultural machinery safety is a responsibility that carries immense weight. You are not only creators of wealth but also guardians of safety. To ensure safe travel, reduce the occurrence of machinery-related accidents, and protect the lives and property of the public, we extend the following initiatives to all machinery operators across the county. We urge you to continuously strengthen your awareness of self-protection and safety precautions, and to consciously fulfill your legal duties and obligations during the operation and use of agricultural machinery.

Part One: Operator Obligations

1. Consciously comply with laws and regulations including the Road Traffic Safety Law, the Regulations on the Supervision and Administration of Agricultural Machinery Safety, and the Heilongjiang Province Regulations on the Supervision and Administration of Agricultural Machinery Safety.

2. Submit to the safety management of the agricultural and rural (machinery) authorities and willingly participate in safety education.

3. Newly purchased tractors and combine harvesters must be registered and obtain the relevant plates and certificates.

4. Tractors and combine harvesters must undergo annual safety and technical inspections. Those that have not been inspected or fail to meet inspection standards must not continue to be used.

5. To drive a tractor or combine harvester, you must undergo training and pass an examination to obtain the corresponding driving license.

Part Two: Prohibited Actions for Operators

1. Do not drive or operate tractors or combine harvesters without a valid license.

2. Do not operate agricultural machinery under the influence of alcohol or when fatigued.

3. Do not privately modify or assemble agricultural machinery.

4. Do not operate agricultural machinery that has been privately modified or assembled.

5. Do not hand over tractors or combine harvesters to individuals who do not hold the appropriate driving or operating credentials.

6. Do not operate tractors or combine harvesters that do not match the class specified on your license.

7. Do not operate tractors or combine harvesters that are unregistered, have failed inspections, lack safety equipment, or have malfunctioning components.

8. Do not operate agricultural machinery while suffering from illnesses that hinder safe driving.

9. Do not carry passengers illegally or exceed the permitted number of riders.

10. Do not commence mechanical operations in work areas unless unrelated personnel have been cleared or a dedicated supervisor is present to manage the site.

Part Three: Proactive Safety Hazard Inspection

1. Always prioritize production safety while driving and operating agricultural machinery, and strictly adhere to safety operating procedures. Before starting work, conduct a thorough inspection and maintenance of the machinery to ensure it is in optimal technical condition.

2. Combine harvesters must be equipped with fire extinguishers, and exhaust pipes must be fitted with spark arrestor covers before operation.

3. Agricultural machinery is large in size, has a high center of gravity, and poor stability. Combined with narrow and uneven rural field paths, always check the terrain and the area behind the vehicle when moving, turning at field edges, or reversing. Drive cautiously at low speeds to prevent rollovers and injuries.

4. When the machine is in operation, do not approach or touch it with your hands. Unauthorized persons are not allowed to lie down, linger, or bring children into the work area. Never use your hands or feet to clear mud or weeds while the machine is running; stop the machine if cleaning is necessary.

5. When crossing crosswalks, villages, schools, railway crossings, or flooded roads and bridges, obey traffic signals or the commands of management personnel. Observe the surrounding traffic conditions and proceed only after confirming it is safe.

6. If a tractor or combine harvester breaks down on the road and requires repair, turn on the hazard warning flashers and place a warning triangle in the direction of oncoming traffic. At night, also turn on the clearance lights and tail lights.

7. In the event of an accident involving a tractor or combine harvester, promptly rescue the injured, protect the scene, and immediately report to the county's agricultural machinery safety supervision agency.

"Safe agricultural machinery" benefits the nation and its people; safe travel requires everyone's participation. As a member of the agricultural machinery industry, you should consciously act as a fighter, promoter, administrator, and supervisor of agricultural machinery safety. Let us join hands to ensure machinery safety and create a secure environment for social harmony, stability, and rural revitalization across the county.
