A local regulatory body in Wuhu's Jiujiang District recently issued business licenses to 19 companies, each established by a single natural person shareholder. These enterprises are now collectively moving into the Wuhu Perfect Dimension AIGC Film and Television Center and OPC Community, signifying the city's first specialized AIGC (AI-Generated Content) film and television creator community has shifted from the signing phase into substantive operations.
OPC stands for "One Person Company" in the entrepreneurial sphere, specifically referring to a new business model built on a "single core founder plus AI toolset." This setup allows an individual to independently handle the complete cycle of product development, sales, and delivery, essentially functioning as a "super individual."
The Perfect Dimension AIGC Film and Television Center and OPC Community project is a collaborative effort between the Jiujiang District government, Perfect World Culture Technology, and Jiangsu Perfect Dimension. Leveraging AIGC technology, the project aims to create a digital cultural and creative industry platform, focusing on the industrial production and IP operation of AI comic dramas, AI simulated human dramas, and AI interactive short dramas. It establishes a new content production line combining an "AI creative middle platform with manual refinement."
The 19 enterprises that completed their business license procedures are the initial incubation results from the first training session of the Perfect Dimension AIGC Film and Television Center and OPC Community. "In mid-August, we held a first free 10-day intensive training session, with content covering digital content production, animation and game development, and camera and video production services, among other AIGC film and television related fields," a project official explained. Among the first batch of 19 sole-person companies, most founders are university graduates in their 20s, with some being experienced professionals aged 30-40. All share a strong interest in AI and aspire to make their mark in this field.
The OPC Community is distinguished by its "one-person company" focus, bringing together entrepreneurs and practitioners in the industry. Its goal is to lower the entry barrier for digital content creation, cultivate local cultural and creative talent, and enable more "super individuals" to realize their entrepreneurial dreams in the AI era. The AIGC Film and Television Center and OPC Community will provide comprehensive support services to resident companies, including talent development, computing power support, external order connections, and IP monetization.
"Last Saturday, we distributed AI short drama script outlines from external orders to these sole-person companies, gradually assigning them work. It is estimated that each company can produce 1-2 pieces per month, and once they become more proficient with AI tools, this could increase to 3 or more per month. They only need to focus on product production," the official added. The second session of the Perfect Dimension AIGC empowerment training camp is also scheduled to open soon.
In recent years, Jiujiang District has positioned film, television, animation, and short dramas as the core track of its digital creative industry, continuously deepening its "state-owned capital leading investment plus industry chain investment attraction" model. To date, the district has gathered high-quality upstream and downstream enterprises in gaming and animation, AIGC content, and immersive cultural tourism, with its industrial scale and development level ranking among the top in the province. In 2025, the gaming and animation industry in Jiujiang District achieved a revenue of 15.225 billion yuan, while cultural enterprises above a designated size generated 18.407 billion yuan in revenue. Looking ahead, the district will continue to deepen the integration of culture and technological innovation, further refine the complete AIGC film and television industry chain, and strive to build a provincial-level innovation hub for the digital cultural industry.
