Henan Successfully Issues 8.918 Billion Yuan in Government Bonds

On September 14, Henan Province successfully issued government bonds totaling 8.918 billion yuan in Shanghai. The issuance consisted of 2.468 billion yuan in general refinancing bonds and 6.45 billion yuan in special refinancing bonds, both designated for repaying a portion of the principal on maturing debts.

Regarding terms and interest rates, the 7-year tranche amounted to 2.468 billion yuan with a coupon rate of 1.58%, while the 10-year tranche reached 6.45 billion yuan with a yield of 1.73%.

Looking ahead, the provincial finance department will continue to formulate advance refinancing bond issuance schedules based on debt maturity timelines and actual funding needs, strategically selecting issuance windows. This approach aims to ensure smooth repayment of maturing bonds while minimizing financing costs to the greatest extent, effectively alleviating repayment pressures on municipal and county governments, and mitigating the risks associated with concentrated local government debt maturities.
